Creates the "REVIVE Act" (Redeveloping Empty and Vacant Infrastructure for Vibrant Economies Act) to allow adaptive reuse of commercial, office, retail, and parking-zoned parcels for residential and mixed-use development

Eligible sites must be at least 15,000 square feet, located in commercial zones, have a vacancy rate of at least 50% for one continuous year, and be connected to municipal water and sewer systems

Establishes minimum density requirements of 20 dwelling units per acre in urban areas and 15 dwelling units per acre in non-urban areas, with municipalities prohibited from setting lower limits

Limits parking requirements to no more than one space per dwelling unit and allows height increases of up to 10 feet above current maximums in cities with 1 million+ residents

Requires municipalities to approve eligible projects within 60 days (under 150 units) or 90 days (150+ units), with automatic approval if deadlines are missed
