Authorizes the City of Poughkeepsie to establish a demonstration program for red light camera enforcement at up to 9 intersections at any one time

Vehicle owners face maximum penalties of $50 per violation, plus up to $25 additional for failure to respond to a notice of liability within the prescribed time period

Violations captured by the photo monitoring system will not count as convictions on driving records and cannot be used for insurance purposes

The program expires December 1, 2031, with any local laws enacted under it remaining effective only until December 1, 2030

Requires annual reporting to the governor and legislature on accidents, violations, revenue, and program expenses at monitored intersections
