Authorizes the City of Poughkeepsie to establish a school speed zone camera demonstration program imposing monetary liability on vehicle owners for speeding violations exceeding 10 mph over posted limits

Limits the program to no more than three school speed zones at any one time, with cameras operating during school hours, one hour before and after school, and during student activities (plus 30 minutes before/after)

Sets maximum penalties at $50 per violation, with an additional $25 penalty for failure to respond to a notice of liability within the prescribed time period

Requires annual calibration checks by independent laboratories, daily self-tests, trained operators, and detailed logging; photos must exclude driver/passenger identification and be destroyed after case resolution or one year

Program expires December 31, 2030, and requires annual reports to the Governor, Senate, and Assembly on violations, crash data, revenue, and program effectiveness
