Authorizes the Commissioner of Motor Vehicles to issue certificates of registration and renewal stubs in electronic form, displayable on smartphones, tablets, or computers

Establishes that displaying registration documents on an electronic device does not constitute consent for police officers or judges to access other contents on the device

Grants immunity to police officers and judges from liability for unintentional damage to electronic devices presented as proof of registration

Takes effect one year after becoming law, with the Commissioner required to promulgate rules to deter and detect counterfeit or fraudulent electronic registration documents
