Extends deer management permit authority in New York State through December 31, 2027, allowing the Department of Environmental Conservation to issue permits for harvesting additional deer when population control is needed

Removes the existing prohibition on issuing deer management permits in the northern zone of the state, expanding the program statewide

Authorizes hunters with deer management permits to take one additional deer beyond the standard one-deer-per-license-year limit

Directs the Department of Environmental Conservation to promulgate rules and regulations to describe the specific land areas covered under the permit program

Repeals subdivision 9 of section 11-0913, eliminating outdated restrictions related to the northern zone exclusion
