Grants the New York Department of Environmental Conservation authority to regulate Atlantic bonito (Sarda sarda) and false albacore (Euthynnus alletteratus) through December 31, 2029

Allows the department to establish size limits, catch and possession limits, open and closed seasons, closed areas, and restrictions on fishing methods and landing

Permits regulation of permits, recordkeeping requirements, fishing effort and gear types, and rules for transportation, possession, and sale of these species

Requires all regulations to be no less restrictive than existing state law and consistent with fishery management plans from the Atlantic States Marine Fisheries Commission and federal requirements under the Fishery Conservation and Management Act
