Establishes new payment rates for adult day health care services provided by residential health care facilities, effective April 1, 2026, setting the operating component at 65% of the sponsoring facility's inpatient rate

Creates minimum rate floors of $150 per day in New York City, Nassau, Suffolk, and Westchester counties, and $130 per day for the rest of the state

Eliminates the previous budget-based rate calculation system for programs approved after April 2007 that relied on occupancy percentages and calendar year cost reports

Removes provisions tying maximum daily rates to 1990 inpatient payment rates for facilities that underwent ownership changes
