Mandates uniform presentation of information including executive summaries, projected bill impacts by customer class, operating expense breakdowns, capital expenditures, and side-by-side comparisons of current versus proposed rates

Prescribes uniform calculation methodologies for revenue requirements, cost of capital, return on equity, depreciation, and cost allocation among customer classes

Requires utilities to provide clear explanations of all formulas, data sources, assumptions, and changes from prior rate cases, with workpapers allowing regulators and the public to verify calculations

Authorizes the commission to reject or suspend noncompliant filings and requires all rate applications to be publicly available online; takes effect one year after enactment
