Requires the Director of Job and Family Services to submit a federal waiver request to establish the Family Health Plus component of Medicaid, a new program for uninsured adults aged 18-64 with gross family income up to 200% of federal poverty guidelines.

Establishes eligibility requirements for Family Health Plus including state residency, lack of equivalent health insurance coverage, and exclusion of federal/state/municipal employees eligible for employer-provided coverage.

Imposes a new assessment on non-federal hospitals (general medical, surgical, and pediatric hospitals) to fund the state's share of Family Health Plus costs, with assessments determined by rules adopted by the director.

Creates the Family Health Plus Fund to receive all hospital assessment payments, which the Department of Job and Family Services shall use to pay the state share of program costs.

Establishes procedures for preliminary assessment determinations, hospital reconsideration requests, public hearings, and appeals to Franklin County Court of Common Pleas; requires cessation of hospital assessments if federal authorities determine they violate federal law.
