Creates a "Teen Driver Education" license plate program allowing owners of passenger cars, noncommercial motor vehicles, and recreational vehicles to obtain special license plates.

Establishes the teen driver education license plate fund in the state treasury to receive contributions from applicants obtaining these plates.

Requires applicants to pay a $10 additional fee and a $15 contribution per registration or renewal; the $15 contribution goes to the new fund while the $10 fee compensates the bureau of motor vehicles.

Directs the Department of Public Safety to use fund revenues solely to support school districts' rental, lease, or purchase of the Michelle's Leading Star Foundation simulated driving curriculum.

License plates must display "teen driver education" text and logo along with county identification stickers identifying the county of registration.
