Amends sections 124.82 and 305.171 of the Revised Code to allow county officers and employees to participate in the state health insurance plan sponsored by the Department of Administrative Services.

Requires the Department of Administrative Services to include county participants in its contracting for health, medical, hospital, dental, and surgical benefits policies or contracts with insurance companies and health plans.

Directs the Director of Administrative Services to adopt rules establishing procedures for county participation, including application methods, payment of benefits, and transfer of money.

Allows county boards of commissioners to provide health benefits to county officers and employees through the state plan as an alternative to individual or joint self-insurance programs.

Maintains existing county authority to offer multiple health insurance options and cafeteria plans while adding the new option of participating in the state-sponsored plan.
