Amends section 4931.40 and enacts section 4931.55 of the Revised Code to establish definitions and requirements for 9-1-1 systems in Ohio.

Adds new definitions including "communications instrument," "automatic collision notification," and "telematic data" to expand the scope of devices and data types recognized by 9-1-1 systems.

Requires each subdivision operating a public safety answering point to update customer premises equipment to receive data from all types of communications instruments and determine caller location across wireline, wireless, voice over internet protocol, and emerging telephone technologies.

Mandates public safety answering points to automatically transfer or route calls to appropriate emergency service providers based on caller's physical location and increase 9-1-1 system access for hearing-impaired individuals.

Requires public safety answering points to send alerts to portable communications instruments approaching emergency locations to notify users of nearby emergencies.
