Authorizes regional water and sewer districts to establish police departments to provide police services within or at facilities owned, operated, or leased by the district, subject to entering into authorizing agreements with each political subdivision where services will be provided.

Requires district police officers to successfully complete an approved peace officer training program and obtain certification from the Ohio Peace Officer Training Commission before engaging in police duties within any political subdivision.

Prohibits regional water and sewer districts from hiring as police officers anyone previously convicted of or who pleaded guilty to a felony, and requires termination of officers who are convicted of felonies or plead guilty to felonies.

Authorizes district police officers to exercise the same powers and authority as municipal police officers within the agreed-upon geographic territory, including powers of arrest, operation of public safety vehicles, and emergency assistance to other peace officers.

Amends sections 109.71, 109.73, and 109.77 to add regional water and sewer district police officers to the definition of "peace officer" and to establish training and certification requirements for these officers.
