Amends the definition of "instant bingo ticket dispenser" in section 2915.01 of the Revised Code to add nine specific characteristics, including that the device is activated by currency insertion, performs no gaming functions, contains no video display, and requires two separate keys controlled by two separate individuals to access tickets and currency.

Removes the prohibition in section 2915.091(A)(16) that prevented charitable organizations from purchasing, leasing, or using instant bingo ticket dispensers to sell instant bingo tickets or cards.

Adds new language in section 2915.091(B)(2) explicitly authorizing charitable organizations to purchase, lease, or use instant bingo ticket dispensers to sell instant bingo tickets or cards.

Makes minor grammatical corrections throughout the legislation, including changing "apply" to "applies" and correcting pronoun usage.
