Amends Ohio Revised Code Section 2923.125 to require sheriffs to waive the license fee for concealed handgun carry permits for firearms instructors who teach courses, classes, or programs meeting specified requirements.

Firearms instructors eligible for fee waivers must teach courses that comply with division (B)(3)(a), (b), (c), or (e) of the section, which cover NRA-certified safety training, approved law enforcement training, or other certified firearms instruction.

Fee waivers apply to both initial license applications and renewal applications for qualifying firearms instructors, treating them the same as retired peace officers and federal law enforcement officers who already receive waived fees.

The bill maintains all other existing requirements for concealed handgun permits, including background checks, competency certifications, residency requirements, and age restrictions (21 years old minimum).

Repeals the existing version of Section 2923.125 and replaces it with the amended version that includes the firearms instructor fee waiver provision.
