Increases speed limit from 65 mph to 70 mph for passenger vehicles weighing 8,000 pounds or less and commercial buses on certain interstate freeways that currently have a 65 mph limit.

New 70 mph limit applies only to freeways that are part of the interstate system and had a 65 mph speed limit on the effective date of the amendment.

Vehicles weighing more than 8,000 pounds empty weight and noncommercial buses remain limited to 55 mph on interstate freeways, except those with established 65 mph limits.

Adds new subsections (B)(15) and (D)(7) to codify the 70 mph speed limit and establish it as unlawful to exceed this limit on qualifying interstate freeways.

Penalties for speeding violations remain unchanged, with violations classified as minor misdemeanors or higher-degree misdemeanors based on prior convictions within one year.
