Amends section 4563.10 of the Revised Code to apply Airport Zoning Law restrictions to public utility and railroad buildings or structures that create an airport hazard.

Prohibits political subdivisions and airport zoning boards from banning farming, dairying, pasturage, apiculture, horticulture, floriculture, viticulture, or animal and poultry husbandry except where such use creates an airport hazard.

Removes the blanket exemption for public utility and railroad buildings or structures from Airport Zoning Law, making them subject to the law when they create an airport hazard.

Clarifies that sections 4563.01 to 4563.21 of the Revised Code do not apply to location, construction, maintenance, or enlargement of public utility or railroad buildings or structures unless those structures or modifications create an airport hazard.
