Amends Ohio Revised Code section 4505.01 to include trailers and semitrailers weighing 4,000 pounds or less in the definition of "motor vehicle" for certificate of title purposes, excluding only farm trailers used in direct agricultural production.

Enacts new section 4505.063 allowing owners of light trailers (4,000 pounds or less) without previously issued certificates of title to apply for one using a manufacturer's certificate, sworn statement of ownership, or evidence of ownership from another state.

Exempts owners of light trailers assembled from component parts by non-manufacturers from requiring state highway patrol inspection under section 4505.111 to obtain a certificate of title.

Directs the registrar of motor vehicles to prescribe forms for sworn statements of ownership and acceptable documentation including purchase receipts, photographs, and affidavits to establish proof of ownership.

Repeals the existing section 4505.01 of the Revised Code.
