Expands county facilities review board authority to include inspection of any facility where an adult ward of the probate court resides or receives services that are approved and authorized by the probate court, regardless of public or private funding.

Prohibits board members from having any official connection with charitable or correctional institutions at public expense, or with any facility housing or providing services to probate court wards.

Requires the board to keep fully advised of the condition and management of probate court ward facilities through personal visitation or other means, with at least quarterly visits to each facility.

Authorizes the board to recommend changes and improvements to county commissioners and other officials responsible for probate court ward facilities, consistent with existing authority over publicly-funded institutions.

Updates statutory language to use gender-neutral terminology and clarify that board recommendations apply to both institutions and facilities under its jurisdiction.
