Establishes the Oral Health Access Supervision Program allowing dental hygienists with permits to provide dental hygiene services at designated facilities without a dentist physically present, subject to written authorization from a supervising dentist and compliance with established protocols.

Permits dental hygienists to administer local anesthesia if they completed an approved course and passed an exam, or if authorized to do so in another state with substantially equivalent training or 24 months of documented anesthesia administration experience.

Authorizes the Director of Health to establish a school-based fluoride mouth rinse program requiring parental consent forms and training for school employees and volunteers administering fluoride to students.

Increases continuing education requirements for dental hygienists from 12 to 24 hours per registration period and allows certain courses to count toward this requirement.

Modifies licensing procedures including allowing dentists and dental hygienists to notify the state board of address changes electronically and establishing temporary retirement provisions for dental hygienists.
