Requires railroad companies operating in Ohio to maintain at least one heated room at all terminals and headquarters with washbasins, showers, indoor toilets, and clothing lockers, with quantities determined by the director of health.

Mandates railroad companies provide adequate potable drinking water at all permanent assembly points where maintenance of way employees and contractors meet for work.

Requires mobile camps housing maintenance of way employees or contractors to have heat and air conditioning in each car, adequate washbasins/showers/toilets, lockers, potable water, minimum 80 square feet per occupant with maximum four occupants per car, and emergency alert weather radios, smoke detectors, and carbon monoxide detectors with evacuation instructions.

Requires commissary cars and cook cars operated by railroad companies to obtain a mobile food service operation license and prohibits such operations without proper licensing.

Establishes inspection and enforcement procedures through boards of health and the director of transportation, including notification requirements within two business days of camp establishment, inspection fees, and court-ordered injunctions for non-compliance.
