Creates Phi Theta Kappa license plates available to owners or lessees of passenger cars, noncommercial motor vehicles, recreational vehicles, or other registrar-approved vehicle classes.

Requires a $25 contribution per application and registration renewal, plus a $10 bureau administrative fee, in addition to standard registration taxes and fees.

Directs contributions to Ohio Region Phi Theta Kappa organization for scholarships to member students.

Adds section 4503.505 to the Revised Code establishing the license plate program design, application procedures, and payment requirements.

Amends section 4501.21 to include Phi Theta Kappa contributions in the existing license plate contribution fund distribution system.
