Enacts new section 3517.1014 allowing state officeholders (governor, lieutenant governor, secretary of state, auditor, treasurer, and attorney general) to establish transition funds to receive donations for transition activities and inaugural celebrations.

Permits donations from any person, including for-profit corporations, to transition funds established after election results are confirmed or appointment to office.

Requires transition fund treasurers to file detailed itemized statements with the secretary of state within seven days of receiving donations or making disbursements, including donor information and purposes.

Mandates transition funds dispose of remaining assets within 60 days after the officeholder takes office by refunding donors, donating to charities, or depositing to the Ohio elections commission fund.

Exempts transition fund donations from campaign finance contribution restrictions and prohibits transition fund money from being used for campaign contributions, personal expenses, or purposes other than legitimate transition and inaugural costs.
