Changes Medicaid provider bond requirement from discretionary ("may") to mandatory ("shall") for the director to establish, with minimum requirement for providers investigated for fraud offenses and bond amounts reflecting assessed fraud risk level.

Mandates director establish an e-prescribing system for Medicaid providers who are licensed prescribers, requiring the top 10 prescription-issuing providers for hospital services to use the system during each fiscal year.

Requires annual reports on fraud, waste, and abuse minimization efforts in Medicaid, developed collaboratively with the attorney general's fraud control unit, state auditor, contracted state agencies, and county job and family services departments.

Establishes disease management component for Medicaid recipients with specific conditions (diabetes, asthma, congestive heart failure, hypertension, HIV/AIDS, etc.) and case management services for those not enrolled in existing care management systems.

Creates pilot program to identify third-party liability before Medicaid claims are paid, with director to evaluate effectiveness within 12 months and report findings to legislative leaders regarding program extension or permanence.
