Requires the Superintendent of the Bureau of Criminal Identification and Investigation to establish and operate a publicly searchable internet database within 90 days of the bill's effective date.

Database must contain information on all offenders convicted of or pleading guilty to felony offenses against persons under 18 years of age within the prior 10 years or at any time in the future.

Database must include offender name, date of birth, offense details, Revised Code violations, victim gender (if known), prison terms, sentencing dates, parole eligibility dates, and county where offense occurred.

Database must be updated every 24 hours and made searchable by offender name and county of offense, while protecting victim identities by excluding any identifying information about victims.

Database is a public record under Ohio law and cannot include offenders' social security numbers or names of schools or higher education institutions attended.
