Creates the Small Business Health Care Affordability Task Force with an organizational meeting required within 30 days of the bill's effective date.

Task Force membership consists of 6 legislators (3 House members appointed by Speaker and Minority Leader, 3 Senate members appointed by President and Minority Leader) plus up to 5 additional members representing small business employers or employees.

Designates one member from the House and one from the Senate as co-chairs of the Task Force.

Task Force shall study state tax incentives for small businesses providing health insurance, state incentives for wellness and disease prevention programs, and review similar policies in other states for potential adoption in Ohio.

Task Force must report findings and recommendations to legislative leaders and the Governor within six months of its first meeting, after which the Task Force ceases to exist.
