Prohibits driving a motor vehicle, trackless trolley, or streetcar while text messaging or typing on a mobile communication device on any street, highway, or publicly accessible property.

Exempts emergency use of mobile communication devices, including emergency contacts with law enforcement, hospitals, health care providers, fire departments, or similar emergency agencies.

Exempts public safety vehicle operators using mobile communication devices in the course of their duties.

Violation is classified as a minor misdemeanor offense.

Defines "mobile communication device" to include wireless telephones, text-messaging devices, personal digital assistants, computers, and substantially similar wireless devices designed to communicate text or data.
