Prohibits homeowners, neighborhood, civic, and condominium associations from restricting the placement of flagpoles or display of the United States flag on property, provided the flag complies with federal patriotic customs, flagpole standards, federal law, state law, or local ordinances.

Prohibits condominium boards from restricting the display of the United States flag or flagpoles in unit owners' limited common areas or on the immediately adjacent exterior of the building, subject to the same compliance standards.

Prohibits landlords from including restrictions in rental agreements that prevent tenants from displaying the United States flag or service flags (including blue star banners and gold star banners) on rental property, provided they comply with federal and state law.

Declares that any covenant, bylaw, rule, regulation, or agreement violating these provisions is against public policy and unenforceable in Ohio courts.

Defines service flags as those approved by the United States Secretary of Defense for display by immediate family members of individuals serving in the armed forces.
