Creates the Special Task Force on non-General Revenue Funds to study transfers of cash from non-General Revenue Funds to the General Revenue Fund and establish criteria to govern such transfers.

Task Force consists of eight voting members: Director of Budget and Management, State Treasurer or designee, one House Finance Committee member, one Senate Finance Committee member, and four legislative staff members (one each from House Majority, House Minority, Senate Majority, and Senate Minority).

Four legislative leaders (President of Senate, Speaker of House, and both minority leaders) serve as non-voting ex officio members.

Members must be appointed within 30 days of the bill's effective date, with the Task Force convening within 60 days of the final appointment and meeting at least monthly.

Task Force must deliver a final report to legislative leaders and the Governor by July 1, 2010, after which the Task Force ceases to exist; members receive no compensation except reimbursement of expenses.
