Restructures insurance agent licensing procedures to create late renewal windows, automatic suspension for nonrenewal, and reinstatement processes; updates appointment and fee structures for agents and establishes new fee schedules for extensions, late renewals, and reactivations.

Expands grounds for denying, suspending, or revoking insurance agent licenses to include additional violations related to financial crimes, unauthorized practice, and compliance failures, with updated civil penalty amounts up to $25,000 per violation.

Temporarily extends health insurance continuation coverage for terminated employees to 15 months (or until federal subsidy expires, whichever is earlier) if they qualify for federal premium subsidies, expanding beyond existing COBRA requirements.
