Requires parents of students in school districts rated as "continuous improvement," "academic watch," or "academic emergency" to attend at least one parent-teacher conference by December 31st of each school year.

Defines "parent" to include natural or adoptive parents, residential parents in custody cases, legal custodians, guardians, or grandparents designated under power of attorney or caretaker authorization affidavits.

Imposes a $50 fine per student for each parent who fails to attend the required conference, with separate fines applied for each child enrolled in the district.

Requires school boards to notify parents of the conference requirement, establish appeal procedures, and waive fines for parents demonstrating good cause for non-attendance.

Mandates that all fines collected be used solely to fund mentoring programs for students or other volunteer programs.
