Amends section 5513.01 of the Revised Code to expand the definition of "political subdivision" to include school districts as defined in section 5513.04.

Allows school districts to participate in purchase contracts for machinery, materials, supplies, and other articles entered into by the director of transportation.

School districts participating in such contracts must file a certified copy of their bylaws or governing board resolution agreeing to be bound by the director's prescribed terms and conditions.

Purchases made by school districts under these contracts are exempt from competitive bidding requirements otherwise required by law.
