Limits parole board members (except victim representatives) to a maximum of two consecutive or non-consecutive six-year terms of service.

Applies the two-term limit to new appointments going forward; existing board members on the effective date may serve one additional six-year term including prior service time.

Establishes that the parole board chairperson shall be appointed by the director of rehabilitation and correction and serve in the unclassified civil service.

Maintains the victim representative position with a separate four-year term structure and unlimited reappointment eligibility, distinguishing it from other board member positions.

Requires parole board members to be qualified by education or experience in correctional work, law enforcement, prosecution, victim advocacy, probation, parole, law, social work, or combinations thereof.
