Enacts section 4909.181 of the Revised Code to regulate how water-works and sewage disposal system companies recover rate-case expenses from customers.

Defines "rate-case expenses" as fees, wages, compensation, and costs for attorneys, consultants, witnesses, and employees related to rate applications, as well as costs for studies including lead-lag, cost-of-service, and depreciation studies.

Limits water-works companies serving 15,000 or more Ohio customers and sewage disposal system companies serving 15,000 or more Ohio customers to recovering no more than 50 percent of total rate-case expenses incurred for applications filed under section 4909.18 of the Revised Code.

Prohibits these same companies from recovering any rate-case expenses for applications filed under sections 4909.16, 4909.171, 4909.172, or any other ratemaking mechanism established after the effective date of this section.
