Establishes a new category of sanitary districts organized wholly for reducing biting arthropod populations, with separate petition and election procedures from traditional sanitary districts.

Requires petitions for biting arthropod districts to be signed by the lesser of 500 registered voters or 10% of gubernatorial election voters in each affected political subdivision, verified by boards of elections.

Mandates voter approval through election before biting arthropod districts can be established, with election held no less than 75 days after petition verification.

Prohibits biting arthropod sanitary districts from levying property taxes or exercising eminent domain, limiting them to assessment-based funding.

Permits expansion and withdrawal of political subdivisions from biting arthropod districts through voter petition and election, and allows dissolution of such districts through similar electoral process.
