Creates detailed procedures for distributing, marking, returning, and counting write-in absent voter's ballots, including signature verification and deadline extensions for ballots received up to 10 days after elections.

Allows voters who request write-in absent ballots but appear in-person on election day to cast provisional ballots instead.
