Eliminates the exemption for students whose primary purpose is educational training, including graduate assistants, residents, interns, and part-time student workers employed less than 50% of the normal year, making them eligible for collective bargaining rights.

Removes the exemption for part-time faculty members of institutions of higher education from the Public Employees' Collective Bargaining Law.

Renumbers remaining exemptions in section 4117.01(C) to reflect removal of the two exemptions, shifting items (12)-(17) to items (11)-(15).

Makes conforming amendments to section 4117.03(D) to update cross-references to the renumbered exemption for county board of election employees.

Repeals existing sections 4117.01 and 4117.03 of the Revised Code in their entirety and replaces them with amended versions.
