Enables school district boards to adopt resolutions exempting their districts from the requirement to provide all-day kindergarten beginning in fiscal year 2011, with resolutions required annually and must cite cost or space concerns.

Establishes a three-category system for funded education components (core academic strategy, academic improvement, and other), with superintendent adopting rules prescribing expenditure and reporting standards by category.

Requires the Ohio School Funding Advisory Council to identify unfunded or underfunded school funding mandates in Am. Sub. H.B. 1 of the 128th General Assembly and recommend appropriate legislative action to amend or repeal those mandates.

Sets implementation timeline for rules: reporting standards for core academic strategy and other components effective July 1, 2010; expenditure standards for core academic strategy and academic improvement components effective July 1, 2011.
