Creates new section 4928.67 requiring electric light companies, telephone companies, and water-works companies to provide billing and collection services directly to customers at no charge and prohibiting use of third parties for these services.

Amends section 4928.01 to modify the definition of "billing and collection agent" to exclude electric utilities and electric services companies, limiting it to fully independent agents used only by electric cooperatives and governmental aggregators.

Amends section 4928.10 to specify that electric cooperatives and governmental aggregators may use billing and collection agents, while clarifying service requirements and consumer protections for all utility providers.

Maintains existing consumer protection rules requiring utilities to provide contract disclosures, bill standardization, service termination procedures, customer information access, and resource mix disclosures.
