• Modifies provisions regarding schools that fail to make adequate yearly progress for multiple consecutive years in the same student subgroups, downgrading such schools from excellent to effective or from effective to needs continuous improvement.

• Establishes caps on performance ratings based on student assessment participation rates: schools cannot receive ratings higher than continuous improvement if 10-15% of students don't take assessments, and ratings worsen as non-participation increases to 20%.

• Eliminates the previous provision preventing schools from being downgraded based solely on one subgroup failing to make adequate yearly progress.
