Enacts sections 101.16, 101.161, and 101.162 of the Revised Code to establish requirements for conference committee reports on appropriations and revenue bills.

Requires conference committee reports for appropriations bills (including main operating, capital appropriations, and agency-specific bills) and revenue bills to be posted on the legislature's website at least 48 hours before either house may consider them, excluding weekends and legal holidays.

Defines "appropriations bill" to include the main operating appropriations bill, bills for motor fuel tax-supported agencies, workers' compensation bills, bills making principal appropriations for state agencies, corrective/supplemental appropriations, and capital appropriations bills.

Allows either house to waive the 48-hour waiting period by a two-thirds vote, with the waiver to be recorded in the daily journal as "The Legislature waives the forty-eight hour moratorium on consideration of the report of conference committee required in section 101.161 of the Revised Code."

Requires the legislature's website to display the time when conference committee reports are made publicly available.
