Limits Auditor of State audits of county and independent agricultural societies to only public money received from state agencies or boards of county commissioners, excluding other funds raised or received by the societies.

Caps audit fees charged by the Auditor of State for county or independent agricultural societies at $3,000 maximum.

Allows county and independent agricultural societies to publish annual treasurer account abstracts on their own web pages in addition to or instead of newspapers.

Permits horse races conducted by agricultural societies at fairgrounds to be transferred to alternative suitable tracks if unfavorable weather or unavoidable causes prevent the races from being held, with director of agriculture approval.

Requires the director of agriculture to adopt rules establishing how remaining money from cancelled horse races shall be allocated by agricultural societies.
