Authorizes the legislative authority of a municipal corporation to establish a community emergency response team by ordinance within the public safety department.

Designates the director of public safety as the executive head of the team with authority to appoint and remove members and prescribe rules for organization, training, administration, and conduct.

Defines a community emergency response team as volunteers who educate residents about disaster preparedness and train them in basic disaster response skills including fire safety, light search and rescue, team organization, and disaster medical operations.

Exempts community emergency response team members from classified service status and public employees retirement system eligibility.

Grants the community emergency response team and its members the same civil action immunities and defenses as political subdivisions and their employees under Ohio Revised Code sections 2744.02 and 2744.03.
