Creates section 3317.0212 to establish annual per-pupil distributions from excess lottery profits to public school districts, joint vocational school districts, community schools, STEM schools, and chartered nonpublic schools.

Defines "per pupil distribution amount" as excess lottery profits divided by total student counts across all eligible entities, with student counts calculated on a full-time equivalent (FTE) basis and excluding students in alternative programs and scholarship programs.

Amends section 3770.06 to require the Director of Budget and Management to certify annually by July 15 the excess lottery profits amount (total transfers exceeding the base lottery profits amount plus debt service) available for per-pupil distribution.

Distributes excess lottery profits on or before August 1 each year with no restrictions on use except prohibition of paying salaries and benefits, allowing funds for any lawful purpose supporting elementary, secondary, vocational, or special education programs.

Distributions begin in fiscal year 2009 and continue annually based on the prior fiscal year's student enrollment data, with distributions made to each eligible entity in proportion to its student count.
