Adds a new condition allowing adults to be adopted if they are the child of the spouse of the adoption petitioner and the adult consents to the adoption.

Maintains existing conditions for adult adoption including: total and permanent disability, mental retardation, established child-foster or child-stepparent relationships, or being in permanent custody of a children services agency at age eighteen.

Requires written consent or objection from individuals who turn eighteen before adoption proceedings are completed; dismisses petition if objection is submitted.

Permits physical examinations for adoption proceedings to be conducted by various healthcare professionals including physician assistants, clinical nurse specialists, certified nurse practitioners, or certified nurse-midwives.

Requires adults consenting to adoption under the permanent custody provision to provide agency contact information, with petitioner responsible for obtaining and providing verification to the court.
