Waives fees for birth records, certifications of birth, state identification cards, temporary instruction permits, driver's licenses, motorcycle operator's endorsements, and motorized bicycle licenses for individuals under 22 who aged out of Title IV-E foster care maintenance payments.

Requires applicants to submit documentary evidence of age and former eligibility for foster care maintenance payments as determined by the Director of Health or Registrar of Motor Vehicles.

Exempts individuals from lamination fees when applying directly to the registrar (not through contracted deputy registrars operating under pre-existing contracts).

Creates new section 3705.243 to establish the fee waiver process for birth records and certifications through the Department of Health.

Applies similar fee waiver provisions across multiple Ohio Revised Code sections governing vital records, driver's licenses, identification cards, and related documents.
