Creates the Industry Sector Strategy Training Program where the Ohio Board of Regents chancellor develops regionally-recognized credentials with industries based on high-demand jobs identified using labor market statistics from the Department of Job and Family Services.

Allows employers to submit training programs for chancellor approval if they address high-demand fields or demonstrate defined employment needs, with successful completers able to apply program credits toward associate degrees at community colleges.

Expands Ohio College Opportunity Grant Program eligibility to include students enrolled in approved training programs under the new Industry Sector Strategy program, treating such enrollment as undergraduate program enrollment.

Requires community colleges and state community colleges to award academic credit for successful completion of approved training programs and apply that credit toward associate degrees in related fields.

Directs the Department of Job and Family Services director to streamline the sequence of core services provided under the federal Workforce Investment Act to the extent permitted by state and federal law.
