Eliminates the financial responsibility random verification program that previously required the Bureau of Motor Vehicles to randomly select registered vehicle owners to verify proof of financial responsibility.

Removes the random verification requirement from division (A)(3) of section 4509.101, leaving only two circumstances requiring proof verification: traffic accidents requiring accident reports and traffic tickets for failure to produce proof upon request.

Deletes the affirmative defense in section 4510.04 that protected drivers charged under section 4510.16 when their suspension resulted from failure to respond to a random verification request.

Repeals Section 3 of Am. Sub. S.B. 20 from the 120th General Assembly and its subsequent amendments from the 122nd and 123rd General Assemblies.

Maintains all other financial responsibility enforcement mechanisms, including suspension of licenses and registration for violations of the financial responsibility requirement, reinstatement fees, and proof requirements related to accidents and traffic citations.
