Amends section 4513.03 of the Revised Code to require vehicle headlights to be lighted whenever windshield wipers are in use due to precipitation.

Establishes three times when vehicles must display lighted lights: from sunset to sunrise, during conditions of insufficient natural light or unfavorable atmospheric conditions, and when windshield wipers are in use.

Exempts motorized bicycles from the general requirement but mandates they display lighted lights meeting rules adopted by the director of public safety.

Prohibits motor vehicles from using only parking lights as illumination during any of the specified times.

Violations are punishable according to section 4513.99 of the Revised Code.
