Enacts section 123.12 of the Revised Code to establish a veteran-owned small business procurement program administered by the Director of Administrative Services.

Defines "veteran" as a person who served in active military, naval, or air service of the United States, reserve components, Ohio National Guard, Ohio military reserve, or Ohio naval militia, and was discharged or released under conditions other than dishonorable.

Requires the Director to adopt rules establishing certification procedures for veteran-owned small business enterprises, standards for decertification, and annual state agency procurement goals based on availability of certified vendors.

Mandates the Director to develop a system for state agencies to identify and utilize veteran-owned small business enterprises, implement an outreach program to educate potential participants, and monitor state agency compliance with procurement goals.

Requires consideration of the federal Veterans Benefits Act of 2003 when adopting rules to ensure consistency with federal law.
